Flood Advice Certificate application

Apply for the Flood Advice Certificate when seeking flood plain information about a property in Bayside.

Check your property against our maps or property certificates before starting your application as we can’t provide advice to properties outside Bayside.

Under The Local Government Act 1993 we must provide Flood Advice Certificates on request.

Certificates

We provide the below types of flood advice which are based on the amounts and designs of residential buildings, the flood overflow of the area, and the Annual Exceedance Probability (AEP) which is the likelihood of a flood event occurring in a year.

Standard Residential Flood Advice Certificate

You can request advice for a single residential property which shows 1% AEP flood level of your building’s design floor levels, as well as detailing the overland flow for the surrounding site.

Multiple Residential – Change of Use Flood Advice Certificate

We also provide advice for more than one residential property like a development site over many properties with shared boundaries. We present estimates of all available flood levels or flows, for the subject site.

You can also request a Change of Use development to assist in the assessment of possible flooding impacts for your site, and/or for use in the economic analysis of flood losses

A Standard Flood level Advice Certificate must be requested for individual properties if they're not abutting. 

Access to the Council Flood Module

We also provide access to the Council Flood Module for a consultancy fee which can be found in Fees and charges. 

Advice on the certificate

We will issue a certificate with the following advice:

  • If your property is affected by flooding and/or overland flows in the 1% AEP
  • The minimum floor level requirements to protect the development from mainstream flooding and/or overland flows.

The certificate may also provide advice for specific properties like:

  • Flood studies
  • Flood levels and flood planning levels
  • Related development controls
  • Maps - including stormwater infrastructure, flood extents, flow direction, etc.
  • Flood notation - included if your property is noted to be affected by the 1% AEP, and/or if the property is affected by the Probable Maximum Flood (PMF) which is the largest potential flood for a location.

Before applying

Check our council maps before lodging an application to search your address and view the flood layer information.

The map shows if your property maybe affected by the 1% AEP and PMF, as well as the following layers:

  • Flood affected land - shows if your property is affected by the 1% AEP or PMF floods
  • Flood extent - shows how far flooding could extend in an area 
  • Flood hazard - shows the calculated flooding hazard in the area. The definitions for each hazard category are provided in the layers window.

You can also find maps showing all catchments with completed and in progress flood studies.

The maps provide general information only, lodge a Flood Advice Application for site-specific flood information and flood related development controls.

Other planning certificates

You may need to check the details of your property by applying for a planning certificate for any flood advice.

Each property will require at least one of the below planning certificate.

Section 10.7(2) certificate includes information specified in the Environmental Planning and Assessment Regulation 2000. The certificate includes information relating to flood-related development controls, relevant planning instruments / development control plans, zoning and land use, heritage items, and other items about the property.

Section 10.7(5) certificate provides the 10.7(2) information plus advice on other matters that might also affect the land, which may include further flood related information, details of environmental reports, specific planning controls, and tree preservation information. This advice also relates to whether we have information that would show the property is at risk of flooding or tidal inundation during a 1% AEP event.

Flood model and data licence agreement

You will need to sign the Data and Licensing Agreement  if you are applying to access the flood model before lodging for a certificate.

  • Include the catchment area(s) you need to access
  • Print-off and sign the Model and Data Licence Agreement - include as an attachment when lodging online.

The Model and Data Licence Agreement outlines the conditions, and the granting of a non-exclusive, non-transferable licence to the Licensee to use the Model and data Product only for the purpose(s) specified.

Supporting documentation

You must provide proposal plans if you are proposing a Development Application or a Complying Development to receive specific advice on the development site.

Include your signed Data and Licensing Agreement document as part of this application if you require access to the Council Flood Model with catchment area(s) attached.

Applying in person

Download and print the Flood Advice Certificate application form and lodge the completed form to any of our Customer Service Centres.

Apply online

Press the Apply online button to start the application process, you will be asked to make a payment to complete lodgement.

Payments made by MasterCard or Visa incur a service fee of 0.5%.
