Frontage and civil works application
You require approval from Bayside Council if you have an approved Development Application (DA) which includes a requirement to construct extensive public domain works.
Lodgement of this application is a condition of your DA Consent before any Construction Certificate is issued, however you don’t require our approval of the public domain plans before the construction certificate is issued.
Public domain works can include, but are not limited to the following, to satisfy relevant development consent conditions:
- Civil
- Drainage
- Landscaping
- Undergrounding of services (electrical)
- Lighting
- Traffic signage, and line marking
- Parking, and traffic control devices.

You may submit the following documents, if you have them already prepared at lodgement:
- Preliminary Civil Public Domain plans
- Preliminary Landscape Public Domain plans
- Preliminary Electrical plans
We require lodgement of all plans and supporting documentation in digital form as PDF documents.

Payments made by MasterCard or Visa incur a service fee of 0.5%.
A non-refundable application fee is required at submission. The assessment of the application will not commence until the application fee has been paid.
Once assessed, and if approved, you will be required to pay any additional fees and charges in order to receive approval. See our Fees and Charges.
Fees – charged at lodgement
Your fees with be calculated depending on your DA/CDC cost of development/development value* along with a minimum of three (3) public domain inspections.

Public domain performance bond** - required to be paid to Bayside Council prior to the issue of the Practical Completion Certificate for the purposes of obtaining an Occupation Certificate. Performance Bond can be refunded at final inspection 12 months after Practical Completion. |
10% of ‘Contributed Assets’ value (or minimum $5,000) plus, $2,000 per street tree |
**The bond may be applied by us to rectify defective or non-compliant public domain works, and the establishment and maintenance of landscaping and street trees. |
After lodgement
Once your application is received you may be contacted for further information.
Your application is not a permit to undertake work. Your permit will only be issued after assessment, approval and outstanding fees are paid in full.
A minimum period of 20 working days is required to assess the application. Longer processing times are required for large works or for activities on Classified roads, which require the concurrence from relevant stakeholders.
