Ground anchors for temporary shoring and support on Council land
You require approval from Bayside Council if you plan to install temporary ground anchors in a public road to support excavation below the existing road surface level.
We support two types of ground anchors:
- Strand ground anchors – has steel strands or cables to provide structures like retaining walls with lateral support. Anchors are installed by drilling, grouting, and tensioning, and remain in the ground after cutting the strands
- Screw ground anchors – has helical plates to support vertical and horizontal loads, and are rotated by reversing the installation process which leaves the site anchor free due to their straightforward extraction method.
We can’t provide approval for the installation of ground anchors under private property. A separate access agreement with each affected landowner must be obtained.
We have no statutory obligation to ensure that the access agreements with the private landowners have been obtained prior to issuing approval.
Supporting documentation
We require lodgement of all plans and supporting documentation in digital form as PDF documents. Check the Lodgement Guidelines for Engineering Applications.
- Ground Anchors Detailed Arrangement Plan – Construction plan showing the general arrangement of all ground anchors, including details of location, numbers, length, depth, and angle of inclination.
- Structural Engineering Drawings – Typical sections and connection details designed by a qualified structural engineer, which provides details for the type, strength, and manufacturing specifications of the ground anchors.
- Structural Engineering Certificate – A certificate issued by a professional engineer, holding registration on the National Engineer’s Register (NER) in the appropriate category of registration, such as civil engineering, structural engineering, geotechnical engineering etc.
- Geotechnical Engineering Report – A geotechnical report prepared by a qualified geotechnical engineer which includes the following information:
- Inspection reports or borehole/test pit logs.
