Regulated premises - skin penetration services
Businesses providing skin penetration services must register with Bayside Council, pay a fee, and be compliant at the time of routine inspections.
You must also update us if your business changes name, proprietor, or ABN details.
You must check to see that your address is in the Bayside LGA before you start your application. The mapping tool will allow you to do an address or property search.
A skin penetration procedure is any procedure (medical or not) that involves:
- Acupuncture
- Tattooing
- Body piercing, including ear piercing
- Hair removal (waxing or electrolysis)
- Penetration of a mucous membrane.
We will inspect your premises to ensure it is maintained in a clean and hygienic condition, and appropriate hygienic facilities are provided.
A registration fee applies to recover the costs of our safety inspection services, which helps keep people safe and healthy.
We will inspect your premises to ensure health and safety standards have been met.
Supporting documents
You will need the following documents ready before applying:
- Details of other relevant approvals - e.g. DA / consent
- Supply proof of ABN / ACN. Refer to business.gov.au for details.

Payments can be made by MasterCard or Visa which incur a service fee of 0.5%

Download and print the application form and lodge when completed to any of our Customer Service Centres.
Payment is preferred by cheque, money order, debit or credit cards (Visa and Mastercard).
Payments made using a credit card will incur a service fee of 0.5%.

Fees for 2023/24 are valid until June 30, 2024. Fees for 2024/25 are effective from July 1, 2024.
