Wolli Creek and Bonar Street Precincts Urban Renewal Area Contributions Plan 2019

The Wolli Creek and Bonar Street Precincts Urban Renewal Area Contributions Plan 2019 came into effect on 20 November 2019. This plan applies exclusively to the areas of Wolli Creek and the Bonar Street Precincts.

What is it?

The Wolli Creek and Bonar Street Precinct Urban Renewal Area has been undergoing redevelopment since the early 2000s from an industrial area to a high density, mixed use residential and employment area. It is based on provision of a high quality and high density area centred around the transport hub of Wolli Creek station.

The local infrastructure needs of the urban renewal area were first described in a contributions plan adopted by the Council in 2004 (Rockdale S94 Contributions Plan 2004) which has been amended on several occasions. However, given the significant infrastructure needs and requirements associated with the urban renewal area, the cost of land and infrastructure and changes to the amount of development proposed, it was considered necessary to create a separate Contributions Plan for this precinct.

Review of the Contributions Plan 2016

In 2016 Rockdale City Council prepared a contributions plan for the Urban Renewal Area of Wolli Creek and Bonar Street precincts. Due to the large scope and cost of the infrastructure required for this area this plan was submitted to IPART for review. In January 2019 the Minister for Planning advised Council of changes required to be made to the plan, for it to be considered an ‘IPART reviewed contribution plan’ and for Council to charge a contribution rate above the $20,000 cap per dwelling set by the Minister for Planning.

Council prepared a new plan, the draft Wolli Creek and Bonar Precinct Urban Renewal Area Contributions Plan 2019, according to the Minister’s recommendations and exhibited the plan from Monday 16 September 2019 to 15 October 2019. On the 13th of November Council resolved to adopt the Wolli Creek and Bonar St Precincts Urban Renewal Area Contributions Plan 2019.

In accordance with clause 31(4) of the Environmental Planning and Assessment Regulation 2000, the Wolli Creek and Bonar Street Precincts Urban Renewal Area Contributions Plan 2019 comes into effect on 20 November 2019.

What are the details?

The Wolli Creek and Bonar Street Urban Renewal Area Contributions Plan, contains the following:

  • A works schedule of local infrastructure provision under the plan, with a total value (in 2019 dollars) of around $215 million including
    • Land identified for acquisition as open space
    • Roads, traffic, parking and streetscape works
    • Flood mitigation and stormwater management works
    • Social infrastructure facilities and improvements to be provided
  • A schedule of contribution rates for new dwellings based on dwelling size 
  • Information on how the contribution rates were calculated
  • Council’s policies on how and when developers can settle their contributions obligations, including opportunities for developers to provide land and works ‘in kind’
  • Specific provisions on the role of accredited certifiers in imposing and collecting development contributions
  • Various other provisions related to the fair and transparent administration of section 7.11 contributions involving development in the  area.
